additional signal posting commands - close_long/short#715

currently it is not possible via telegram command to only close a long or short position

you can either use /close_all or /close BTCUSDT however if you have long and short open at the same time both of them will be closed
it should be possible to further specifiy eg /close_long BTCUSDT so that the short remains open
